It mostly goes by the type/variety of your dinosaurs and guest satisfaction. There are many factors that affect the rating of your park. The hard part of this, is getting a 4 Star park rating. Unlocking Isla Nublar required you to get a 4 Star park rating on the first island. You can’t play this mode until you unlock the island all together.
As I mentioned before, the Sandbox Mode takes place completely on Isla Nublar.
